ABSTRACT
The World Health Organization (WHO) has consistently called upon all countries to avoid the imposition of entry restrictions on those affected by HIV and AIDS, as has the Council of Europe. Yet dozens of countries-including some such as the United States and other countries whose own populations are themselves widely affected by HIVhave none the less imposed various forms of border restrictions on HIV-antibody-positive foreigners.
