ABSTRACT

Introduction Local authorities usually provide most of the services available to a local community. They are usually the largest of local employers. They exercise a considerable degree of influence on local public opinion and, through finance, on the pattern of local developments, and are usually the major financer of the voluntary sector. In recognition of this, and of the need for a positive action strategy if racial discrimination and disadvantage are to be overcome, Section 71 of the Race Relations Act 1976 places a duty on every local authority to make ‘appropriate arrangements’ with a view to ensuring that their various functions are carried out with due regard to the need to eliminate unlawful racial discrimination, and to promote equality of opportunity and good relations between persons of different racial groups.
