ABSTRACT

Britain entered the European Economic Community (EEC) after an eleven-year battle on 1 January 1973. The EEC was later renamed the European Community (EC) and now has two names depending upon which institutions and policy area is involved. In this chapter the term ‘European Community’ is used to refer to matters concerned with the supranational pillar, that is, matters developing from Commission-led legislation and harmonization, and ‘European Union’ (EU) refers to matters specific to the two intergovernmental pillars-foreign policy and security, justice and home affairs-or to all three pillars collectively. Most of this chapter is concerned with how the British home civil service is affected by EC matters.
