ABSTRACT
Having examined the capital system, we now need to consider the revenue side. As I stated above, revenue generally refers to spending incurred in one year. However, loans for housing capital projects are repaid from the housing revenue account, and historically, debt charges have represented a significant element of revenue expenditure. Indeed, the purpose of central government subsidies was to cover the deficit between income and expenditure caused by borrowing for capital projects.
