However, the Housing Act 1988 designated housing associations as part of the independent rented sector along with private landlords. They were now to be seen as private-sector bodies, rather than as part of the public sector. Housing associations had now to fund their activities partly through private funds and had to ensure they had a sufficient income to meet their commitments. This income would have to come from rents and not from government subsidy. As a result, the ethos of housing associations has changed considerably.
