ABSTRACT
The Conservative governments of Margaret Thatcher and John Major portrayed the virtues of owner occupation in terms of the fostering of the values of independence and personal responsibility. Likewise the Blair government supports the tenure because it allows people to fulfil their aspirations. However, this does not mean that governments have just allowed individuals to get on with it. In fact the reverse is the case.
