ABSTRACT

An integrated approach to identifying, analysing and managing all aspects of environmental capital was developed in 1997 by CAG Consultants and Land Use Consultants for the (then) Countryside Commission, English Heritage, English Nature and Environment Agency. This was published as Environmental Capital: What Matters and Why? (CC et al. 1997). Eighteen pilot studies were run in 1998/9 to test the application of this approach. The pilots not only showed that the technique could be useful in a wide range of circumstances, but also suggested that it can be used to consider social and economic as well as environmental capital. Parts of the approach are already incorporated in the Government’s New Approach to Appraisal (§5.6.2).
