ABSTRACT

Although there is a widespread tendency amongst commentators to refer to the National Health Service (NHS) reforms as if they had happened already, it still may be premature to take that stance. Many of the most fundamental changes will take some time to work through the system. It is true that changes to administrative and some policymaking mechanisms have been introduced, following legislation, with a degree of speed and determination that has not always characterized public-sector planning in the UK. But other aspects of this latest ‘reorganization of the NHS’ are taking a little longer.
