In addition to the drawing capabilities that Adobe Illustrator provides, it provides a number of effects that you can easily choose and apply directly to your artwork. If you have experience with Photoshop, you will notice that the effects work in a very similar way as the filters in that application; you can apply an effect on an object and edit its settings through each effect's dialog box.
