ABSTRACT

This chapter reviews how actionable intelligence is produced, which government bod-ies produce it, and the various legislative elements that authorize and provide oversight to Intelligence Community activities. This chapter also discusses the role of Congress and oth-er bodies, such as advocacy organizations, in providing oversight of intelligence agencies. Sidebars on Joint Terrorism Task Forces and the State Secrets Privilege lend additional context and an interview with terrorism researcher and expert Dr. Bruce Hoffmann is also included.
