ABSTRACT

This chapter explains the various threats that comprise the cybersecurity policy area within the broader homeland security enterprise, namely: cyberwarfare, cyberterrorism and cybercrime. Federal, state and local government agencies that create and carry out cybersecurity policies are also discussed as are organizational frameworks and work-plans used by these organizations to combat cybersecurity threats. The chapter includes sections on the role of the private sector in securing cyber infrastructure as well as a Sidebar on the Intelligence Community’s assessment of Russian hacking of the 2016 U.S. Presidential Election.
