ABSTRACT

It is essential to take stock of the discipline of public administration in the 21st century by looking at its past, present and future. In this chapter legacies of the classical model are examined, the current paradigm of New Public Management is seen through the lens of its three-decade old practices, along with other perspectives that have enriched the discipline. Thereafter, the relevance and contribution of the Public Value and the New Public Service theories are analysed. The ongoing concerns of the discipline in the post globalized era which have impacted the teaching of the subject are elucidated. 21st century public governance will be drastically different, due to the ever increasing use of technology and data science, pressure for more public accountability and the adoption of S.D.G.s, which necessitates close cooperation between the North and the South. The trust deficit between the administrator and the citizen is the precursor of the severe administrative deficits that the developing world faces and which need to be readdressed.
