ABSTRACT

Emergency managers seeking to engage with all local populations and identify those communities that may be particularly at risk must consider the unique needs of minority populations. This chapter reviews existing literature on undocumented workers, with a focus on individuals from Latin American countries. The goal of the exercise is to discuss ways in which to include the undocumented Latin American population in emergency management planning in a major U.S. city through a fictional case study. In attempting to relate the fictional setting to the real world, this extreme situation aids in uncovering biases, stereotypes, and preconceived notions, which will influence the role of an emergency manager.
