ABSTRACT

Special Needs provision continued to develop, and enrolments had increased from thirty-three in 1986/87 to 214 in 1989/90. In 1989/90 there was a significant number of enrolments from the 50+ age group, particularly for Community and Basic Education courses. The 1989/90 Session was one in which the College’s significant progress in diversification, development and a changed culture continued. Moreover, despite the increasing turbulence in a period of already profound change, the College managers welcomed the provisions of the Act, particularly those relating to the delegation of financial powers and the ability to retain a sufficient proportion of income earned through full-cost courses. The Instrument of Government of South Mersey College, approved by the Department of Education in pursuance of the Education Reform Act, set out the composition of the new Governing Body.
