ABSTRACT

This chapter utilizes the term 'deviancy' to imply actions and forms of behaviour, particularly that of a variety of sub-cultures, which have not yet come within the orbit of legal social sanctions, but which, nevertheless, are opposed to generally accepted norms. The term 'deviancy' implies a norm from which individuals depart or deviate. The concept of 'deviancy' is, therefore, a relative and contextual one, and it is perhaps easier, as well as more accurate, to speak of deviant forms of behaviour than to stigmatize individuals as deviant. There are at least two ways of looking at the question of the prevention of juvenile deviancy and delinquency: one is in general and the other is in particular terms. One is to look at society as a whole, and the other is to look at the deviant or delinquent individual in particular.
