How is Cites Enforced – and How Evaded?

– It is still too early to assess fully the effectiveness of the Washington Convention. The 1978 annual report of the CITES secretariat states that progress has been made in cooperation between countries. But a large amount of illegal trade still takes place, and that in many instances CITES cannot yet be adequately enforced due to lack of funds and personnel.
