ABSTRACT
– The second conference of the CITES parties (the 1977 Geneva meeting was only a technical session, with no plenary powers) was held 19–30 March 1979 in San José, Costa Rica. Delegates representing 39 CITES parties attended, and a further 15 states were present as observers (see Figures 1 and 2 for names). Additionally, the European Community, three UN agencies, and 55 NGOs (non-governmental organisations) were represented. At least 35 of these NGOs were US or US-based.
