ABSTRACT
It is impossible to cope adequately with major neogenesis challenges without a global regime imposing and enforcing strict regulations worldwide. Even with such a regime neogenesis-technology related human-caused catastrophes may well happen, but much less often. A Global Humankind-Protecting Authority (in short, Global Authority) is to be set up by agreement between the main powers, probably following some shock effects, with more states joining, willingly or unwillingly. Its mandate is to prevent humankind-endangering acts and cope with global dangers and calamities, so as to assure survival of the human species and prevent collapse of the global civilization. Equity rather than elaborate and lengthy procedures characterize its adjudication. Decisions by three-member forums can be appealed to the full membership bench. Their decisions are final, subject to annulment by a two-thirds majority of the UN Security Council within two weeks.
