ABSTRACT

(How do you finance a recycling facility? And how does recycling fit into a solid waste management plan? To a large extent, most, if not all, of the articles in this book discuss the latter, seeing recycling as a component of a larger strategy, but a particular aspect of the discussion needs more elaboration. Waste-to-energy or municipal waste combustion has often been seen as the antithesis of recycling—one reuses material while the other turns it to ash and energy, but the second article in this chapter suggests that the antithesis argument lacks foundation. Similarly, source reduction is usually the first component in a solid waste management plan—and the least discussed. The final article in this chapter discusses it.
