ABSTRACT

This chapter at first violates this book’s premise that it is not historical in nature but pertinent for current practice. And yet the German packaging recycling mandate affected world markets, influenced world thinking, and created an effect on recycling markets that is still being felt today. And so this chapter includes Waste Age’s first description of the mandate from January 1992 and then follow-up articles on similar approaches tried in other countries, on the effect of the mandate on markets, and of three contradictory verdicts on the mandate. The jury, as the saying goes, is still out.
