ABSTRACT

This chapter presents a review of the process leading to passage of the 1993 Planning and Growth Management Act, followed by references to citizen surveys on planning. By late 1989, Chiles had a change of heart and announced his candidacy for governor of Florida in the 1990 primary and general elections. In fall 1984, the Florida Atlantic University-Florida International University Joint Center for Environmental and Urban Problems, along with the FAU Social Science Research Laboratory, conducted a series of statewide opinion surveys on citizen attitudes toward environmental issues. R9j5 would have made a great deal of sense in 1975, when planning in Florida was in a primitive state. An investment in basic planning education will be repaid many times over the years with an enlightened citizenry familiar with the rudiments of planning and growth management.
