ABSTRACT

Chapter 2 reviews selected substantive regional development theories and conceptual knowledge of relevant local development processes and sustainability, supporting the substantive component defined within procedural planning process. It integrates all these knowledge forms under the umbrella of territorialism. Selected regional development knowledge covers the export base, growth pole/centre and the intra-regional multiplier models. Local development conceptualisation covers local economic development, housing and urban regeneration, urban conservation and preservation. The chapter argues that although the mover resources or factors within the formal regional development theories are not exactly available, especially in the context of a developing economy, alternative assets such as faunal and floral wildlife and festival celebrations can play equivalent roles. At the local level, built heritage, including historic housing, castles and forts offer similar equivalence. Overall, all these regional and local assets can generate various economic, social and environmental development, for which reasons effective sustainable development is absolutely essential. Connectedly, national performance on the Millennium Development Goals and challenges of the Sustainable Development Goals are reviewed and added to sustainability as a global framework of national and regional development policies.
