ABSTRACT

This chapter aims to create a functional regional market that is integrated with the European Union market. These principles concern the rules that regulate the European energy market – chiefly the Third Energy Package – the acquis in the areas of environment, competition, renewable energy and efficiency. The reaffirmation of frontiers between the states in the region can always endanger the viability of a single, fluid, functional market, especially when it comes to energy. The national regulatory authorities (NRAs) are directly involved, because essentially this is about the extrapolation of certain market principles, and, aside from political decision-making, which is of great importance at high level. The function of Regulatory Board is compatible with the expertise that the Energy Regulatory Authority in the area of energy possesses both in terms of the process of transition in Romania, as well as the activity that they carry out in the region at the level of other cooperation frameworks.
