ABSTRACT

The importance of protecting a school's individual character within the local system was also stressed - 'within the framework of national and local policies, however these may change with time, the special character of the individual school is precious to most people and should be protected'. The Committee condemned the domination of school governing boards by local education authorities (LEAs), and wished to see an equal partnership of the four main interests: LEA, staff, parents and pupils, and local community. The Committee would have been shocked by the prospect of governors being encouraged to take their schools out of the local system as is under discussion. The objectives are clear: to secure justice; to get the pupil back into school as soon as possible; to ensure that parents are informed; to involve governors constructively; and to introduce an appeals procedure to take the sting out of final decisions.
