ABSTRACT

This chapter examines the reach, inclusion, efficiency, and effectiveness of ODL in secondary education in India. The analysis is based on a hitherto unused dataset on enrolment and examination of nearly 450000 ODL learners. Based on this, the chapter provides an analysis of enrolment distribution across location, gender, social, and economic groups, while going deeper into these issues in three states: Andhra, Gujarat, and Rajasthan. The chapter also presents a regression analysis to predict the probability of completion and therefore examining the efficiency of the mode. Using a tracer survey conducted through interview of a subset of this data for those students who had completed their certification, the chapter comments on the effectiveness though an analysis of their current occupational status and their perception of the value-addition. The chapter also examines the constraints faced by ODL learners in accessing higher education and labour market.
