The public schools are the obvious one: revived and transformed in the later nineteenth century, as authors have seen, very largely in order to cater for the empire's needs, their whole ethos superiority, authority, service requiring the existence of colonial subjects to feel superior to, exact authority over, and serve. It was, as the authors have seen, too valuable to Britain to give it away; there was no pressing need to; and anyway the Liberal Party did not want to. The Europeans-only clauses in the South Africa Bill were 'regretted' by the government, but they were 'part of an essential compromise'; if they were struck out, 'the Union would be smashed'. At the very beginning Morley and Minto got off on the wrong foot by categorically refusing to revoke the partition of Bengal: 'I expected nothing better from him', wrote Tilak, for whom it only went to show the futility of the 'mendicant' approach of the moderates.
