ABSTRACT

As English plays its role as a global communication means among peoples of different cultures, the ultimate goal of English instruction is in fact the students’ mastery of English intercultural communicative competence, which is the ability to effectively communicate in English with different peoples for various purposes in various situations. This can be said to be the visionary outcome of any ELT program. All teachers of English should strive hard to help their students to achieve the highest level of communicative competence. However, the students’ mastery of English communicative competence should not be treated as an end in itself. A framework is needed to help students to go beyond communicative competence to become literate national and global citizens, but such a framework has not yet appeared in the literature. This paper will then propose a framework of teaching and learning English to ensure the development of the students’ English communicative competence and simultaneously their strong commitment to treating it as a means to an end, which is their fullest personal development to reach an adequate level of literacy as national and global citizens.
