ABSTRACT

Chapter 3 deals with government leadership in public-private partnerships in Korea and the role of such leadership in building Korea’s world-leading broadband network infrastructure. The first portion of the chapter explores leadership by examining government restructurings by successive presidential administrations in 1995, 2004, 2008 and 2013. The last part of the chapter examines Korea’s approach to building its information superhighways, both fixed and mobile. It treats both successes, such as the bold decision in 1993 to adopt CDMA as the nation’s mobile standard, and failures, including the two and a half year delay in the entry of the iPhone into the Korean market.
