ABSTRACT

This chapter examines the nature of employment problems which have arisen and the effect on adjustment of the seniority rule as it applies in this industry. The employment effects of technological change could be magnified, as compared with experience, if economic arguments are allowed to dominate political and social factors. But if economic arguments prevailed in this way, the manpower changes due to the movement towards more efficient manning standards of existing plant could well outweigh the effects of technological change. The chapter aims to take up the issues which commonly arise when technological change is experienced: the importance of demarcation, the development of manning standards, the evolution of wages and skill in the new technical situation, and the role of compensation and resettlement benefits. It looks at some of the implications of nationalization. The uneven spread of unemployment across the country, then, may be an important factor in determining the dispersion of new steel investment.
