ABSTRACT

This chapter focuses on people engineering. Since software development is a labor-intensive activity, people are a critical element of the path to successful program execution. The chapter discusses software resources domain to manage the project team. Companies often maintain a centralized organization that provides people on loan to multiple projects, within the company, who need temporary staffing. Job descriptions are a valuable marketing tool for attracting qualified candidates so the project managers should give it the attention it deserves. After the managers identify a potential candidate from the resume, the next step is to set up and conduct a phone interview. Emphasize to the interviewee that staffing is a two-way process for each of the managers to learn more about the other in order to decide if there is a good match. Software staffing varies during the program from an initial build-up to a peak, and then a gradual decline as the majority of the software effort is completed.
