ABSTRACT

The chapter situates the Snowden relations within the general pattern of disagreements over privacy, security, and individual liberty that has put the USA at odds with its European friends. As the Obama administration worked to rectify the overreach by the National Security Agency and impose more oversight on the agency, the chapter examines the rise of populist platforms and Russian cyber and information warfare as another form of intra- and inter-order crisis. In light of the populist President Donald Trump and his “America First” policy, the chapter addresses potential avenues for resilience as both sides of the Atlantic endure the populist phenomenon, while striking a balance between security and individual liberty on the one hand, and keeping the transatlantic bond intact on the other.
