ABSTRACT

A notable silence in the Millennium Development Goals was any mention of international migration and development, and there was considerable advocacy and momentum to rectify this omission in the Sustainable Development Goals (SDGs). Both within the UN system and outside it, migration and development emerged as a major issue on the global development agenda after 2000. Yet, despite an additional intense lobbying effort, international migration is virtually invisible in the SDGs, tacked onto a few goals and with a heavy emphasis on trafficking. This chapter traces the emergence of migration and development as a key governance concern at the global, regional and national level and speculates on the reasons for its meagre showing in the SDGs.
