Posting is justified by the specific nature of integration within the European single market since it gives priority to the free movement of goods, services, capital, and citizens. This chapter analyses the conditions that lie behind the enforcement gap in Italy without, however, neglecting the systemic problems resulting from the constituent factors of posting itself. It explores the practices of the Italian labour inspectorate, which is the public body responsible for monitoring labour relations, including posting. Italy ranks among the European countries with the highest estimated rate of irregular labour. According to data provided by F. De Wispelaere and J. Pacolet based on the A1 model, Italy is a country from which workers are posted. Although irregularities within the posting system seem to be similar in different countries, local features of the labour market and within the broader system of labour relations can shape both the spread of posting and the range of instruments for the protection of workers.
