ABSTRACT

Some obscurity of thought as to the relation between right and might is widely prevalent. The ultimate object of all moral wisdom is to elevate mankind at large to a state in which every one, in pursuance of the guidance of his own conscience, will do what is right. The proper object of all men of goodwill is to ensure that right should be supported by as much might as is possible or necessary for its enforcement. The love of personal freedom and order does not exclude in municipal life the provision of a penalty for crime. The greater the probability that wrongful war will be overcome by rightful war, the less will be the likelihood of wrongful war. A League of Peace is necessary, because without it there would be wars. In order to prevent wars the means appropriate in that behalf must be adopted.
