ABSTRACT

Mr. Spofford was put at the head of the Congressional Library many years ago, on account of his attainments as a scholar and as an expert in books. The appropriations of Congress were always too meagre to provide the necessary clerical force, and Mr. Spofford, whatever other qualifications he possessed did not have enough political influence to secure decent treatment for his department. The State Regents’ Department is amazed at the introduction to-day of a bill by Senator Wray, of Brooklyn, materially changing the provisions of the certified public accountants law, which has been in operation but a year. Logismography is a system for the ordination of accounts, devised by Giuseppe Cerboni. The Scheme of Accounts is an analytical List or Index of all the accounts and sub-accounts, describing under each book the contents of every column in the book, referring to them by numbers.
