ABSTRACT

A special piece of accounting work undertaken a short time since by George Edwards, Toronto, Ontario, was an investigation of the books, vouchers and accounts of the city of New Westminster, B. C. The period covered by the examination was from 1889 to 1896. In 1870 Colonel Charles E. Sprague, president of the Institute of Accounts, became connected with the Union Dime Savings Bank, of which he was made secretary in 1878, treasurer in 1891 and president in 1892. A rule with regard to debits and credits that is to "credit that which we receive and debit that with which we part." It is sometimes difficult to make a clear application of this rule, and yet it has helped many a young bookkeeper over difficult places. Serious disappointments as to results and with respect to the interest excited by the movement, seem to be the fate of the promoters and managers of the National Association of Accountants and Bookkeepers.
