ABSTRACT

Any examination of the problems of inland navigation within the European Economic Community must be preceded by a consideration of the existing international agreements and treaties as well as the relevant provisions of the Treaty concerning the European Economic Community. The differences between the fiscal policies of the States of the European Economic Community may exert a negative influence on a Common Market in inland navigation. In actual practice there are certain limitations and restrictions which, as is widely believed, are incompatible with the conceptions underlying a common transport market. So far as shipping west of the Rhine is concerned the European Conference of Ministers of Transport has been endeavouring for years to arrive at a similar agreement. Transport services of Swiss shipping companies on behalf of Swiss consignees do, however, not fall within the field of competence of the Treaty on the European Economic Community.
