ABSTRACT

The signing of the cooperation accord and the political declaration in Luxemburg marked the beginning of what has been conceived as a long-term process of European cooperation with Central America. Central America’s and the Caribbean nations’ difficult economic situations have made it necessary for them to reschedule their debts, which remain one of the region’s worst economic problems. Important steps have been taken by European governments to ensure that greater attention is given to Central America, where political instability threatens to spark a major international confrontation. The European Community has offered to make assistance available to the Central American states with a view to solving the region’s current problems. This assistance includes a political dialogue aimed at safeguarding peace through negotiations; a revival of the Central American organizations of integration; and regional development projects. The possibilities for Europe to exert a salubrious influence on Latin America are considerable.
