ABSTRACT

Mutual arms control efforts were undertaken to achieve crucially important but essentially limited goals such as the enhancement of strategic stability. Interest in general and complete disarmament focused attention on the need for a dispute resolution mechanism tailored to the specific requirements of an arms control regime. Important new arms control agreements, likely to be unprecedented in both scope and complexity, are nearing completion. There are multiple negotiations on important arms control goals currently underway, and some of the most significant of these may soon result in binding agreements. Members of the international legal community should reflect upon the role of international law in the arms control process and how it can contribute further to progress in that field. In 1789, Jeremy Bentham published his well-known arms control proposals, which formed one of the first plans to place major emphasis on disarmament as a prerequisite for attaining peace.
