ABSTRACT

This chapter addresses that panoply of policy suggestions and presents others we have developed. One of the major stumbling blocks to an effective toxics policy has been the absence of good information on the extent of hazardous wastes and toxic materials in need of better management throughout society. As has been learned in other environmental arenas and as common sense would suggest, developing an appropriate information base is an important first step toward an effective toxics policy. Better management of hazardous wastes and hazardous materials can be achieved by converting some of the affected environmental resources into private assets, then relying on individual property owners to protect them. The privatization theme has also been taken up of late by the more populist-oriented left, but for different reasons. These advocates are interested in a “citizens’ bill of rights” that would hold all polluters accountable for environmental and health protection.
