ABSTRACT

Education is at the core of the process because training a new generation of leaders is vital to the successful construction and maintenance of a new world order. Imagining as well as coping with what's ahead will require leadership with a vision of national as well as global politics. Globally, the US diplomatic, commercial, and cultural presence has also faded. Less money is available for the conduct of foreign affairs than ever before; morale is very low within the US Foreign Service; and interest in entering such a career is declining among top students. Improving the character of the US presence abroad and the understanding of what is going on may be subsidized by getting out of the foreign aid business and using the resources spent on so-called development assistance for diplomacy and the promotion of specific technical assistance.
