ABSTRACT

For more than 18 months, El Salvador has had a government with a consistent and stable policy, one that emphasizes domestic reform, closer trade and diplomatic relations with neighboring nations, and firm resistance to outside intervention. In early July the Foreign Ministers of the Central American Democratic Community, El Salvador, and Honduras –- all democratically elected governments –- issued a joint statement condemning regional terrorism and subversion, expressing concern over the excessive arms buildup in Nicaragua and appealing to Nicaragua to respect the principle of nonintervention in the internal affairs of other countries. The Government of National Reconstruction finds the concepts expressed by Assistant Secretary of State Thomas O. Enders in his speech before the Commonwealth Club of San Francisco to be capricious and offensive. As for Costa Rica, the Government of National Reconstruction has made all sorts of efforts to maintain friendly relations and has promoted a series of initiatives in the search for solutions to the problems.
