ABSTRACT

The Soviet Union has actively worked for the prohibition of all other types of weapons of mass destruction. Whether the pessimists were correct about the disappearance of comprehensive agreements depends too much on the evolution of Soviet-American relations to allow an early judgment. Social contradictions have become noticeably more acute. In conditions of capitalist society, the employment in production of the latest scientific and technical achievements is turning against the working people and throwing millions of people out of the factories and plants. A major element in every doctrine has been that the United States has asserted its willingness to be the first—has indeed made plans to be the first if necessary—to use nuclear weapons to defend against aggression in Europe. The protection of a free society based on the rule of law is just as important a part of a policy of preserving peace as the prevention of war.
