ABSTRACT
The selections covering the early years reveal much about US nuclear strategy during a period when the United States possessed a monopoly of nuclear weapons and the continental United States was immune to nuclear attack. The decision to employ atomic weapons is a decision of highest policy. The circumstances prevailing when war is joined cannot be wholly forecast with any greater certainty than can the arrival of war. The fundamental design of those who control the Soviet Union and the international communist movement is to retain and solidify their absolute power, first in the Soviet Union and second in the areas under their control. The analysis indicates that the probable fission bomb capability and possible thermonuclear bomb capability of the Soviet Union have greatly intensified the Soviet threat to the security of the United States.
