ABSTRACT

Western experts disagree about the implications of the differences between Soviet and US strategy. Secretive, lacking an open press, Soviet society repels intimacy and understanding. One of the primary tasks of the theory of military strategy is to study and define the nature of wars: their characteristic military strategy and technical features. The correct scientific solution of this problem is attainable primarily through the Marxist-Leninist analysis of the actual conditions of historical and social development, why and how wars break out, and the material base upon which they are waged. Marxism-Leninism teaches that war is a socio-historical phenomenon arising at a definite stage in the course of social development. One of the most important features of offensive combat in nuclear war will be its greater resoluteness than formerly. The intensive development and enormous military effectiveness of strategic missiles have led to the creation of a new branch of the Soviet Armed Forces: Strategic Missile Forces.
