ABSTRACT

This chapter addresses several interrelated topics in the development of agricultural research capacity. It reviews some changes in the environment for international assistance for the development of national agricultural research systems. The chapter describes the developments in some of the national agricultural research systems on the Asian side of the Pacific Basin. It suggests some change in the structure of international support for national agricultural systems. The architects of the post-World War II set of global institutions included the problems of meeting world food needs and reducing poverty in rural areas as essential elements of their vision of a world community that could assure all people freedom from want and insecurity. Bilateral technical assistance to agricultural development during the postwar period has been dominated by three major national programs— those of the United States, the United Kingdom, and France.
