Logistics experts had drawn up tables showing what could be expected from this primitive transportation system. Developments since the armistice are evidence that the Vietminh recognize logistics as a continuing major problem and are concentrating considerable effort on improving this aspect of their military organization. Few regimes have emphasized as strongly as the Vietminh the importance of the total mobilization of the populace. In fact, the Vietminh put great effort into sporadic recruiting campaigns, which combined pressure with propaganda and enticement. The motives of the men freely joining the armed forces of the Vietminh were probably often mixed and cannot be determined accurately. The Viets attempted to organize the people of every village and group of villages into part-time semimilitarized workers for the Vietminh war effort. In practice, despite their condemnation of discipline in the enemy army, the Vietminh themselves insisted on very strict discipline.
