The most important agricultural areas in Yunnan are inhabited by Chinese, most of whom are the descendents of colonists, garrison troops, and exiles, who entered the province during the rule of past Chinese dynasties. The Central Government found it difficult to block the trends toward autonomy in Yunnan, since it was absorbed with its own more immediate problems and was having difficulty functioning at all as a government. A compromise solution has been reached, in principle, on Yunnan’s financial position. The troops within Yunnan are more than adequate to pacify internal opposition from local Communists and bandits, if concerted efforts were made in that direction, but pacification has been only partially successful to date.
