ABSTRACT

This conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. The book explores the available data on employment. It examines the question of whether open unemployment was a myth or a reality, but no clear-cut conclusion was obtained, except that under certain conditions open unemployment was not as serious as underemployment for those forced to work long hours for a pittance. The book discusses the available evidence for the existence of a free market in labour and of institutionalised barriers to entry. The weight of published evidence favoured the former, but it was concluded that more work would have to be done to identify the segmented parts of the labour market. The Plan de Integracion Nacional recommended measures that would have the effect of moving the labour market closer to one of free exchange, with prices adjusting accordingly until full employment is reached.
