ABSTRACT

In 1966, the Department of Scientific and Technical Information of the Union of Soviet Socialist Republics (U.S.S.R). The United States (US)-U.S.S.R. Joint Commission, at its first meeting in 1972, approved plans for a US-U.S.S.R. symposium on scientific and technical information. State Committee for Science and Technology (S&T) sent a technical delegation to the US at the invitation of the Committee on Scientific and Technical Information of the Federal Council on S&T. US agencies provided the majority of the representation, with the remaining experts being nominated by key members of the scientific and technical information community in the US Prior to initiation of the cooperative program on scientific and technical information, it was noted by US specialists that the Soviet Union was perhaps the world's leader in national organizations that provide scientific and technical information services. These organizations, with a budget in the range of a billion dollars annually, provide for integration of information functions for high-level governmental and industrial planning.
